David Parkin

I currently serve as the Director of Threat Management at Moderna, where I help protect one of the world’s leading biotechnology companies by strengthening enterprise resilience, safeguarding innovation, and enabling the scientific mission through strategic risk management. Prior to Moderna, I spent nearly 20 years with the U.S. Department of Homeland Security, serving as a Director within the Office of Intelligence & Analysis, where I led multidisciplinary teams, modernized intelligence capabilities, and advised senior government leaders on complex national security threats.

As an advisor or independent board member, I bring a unique combination of executive leadership, enterprise risk, intelligence, governance, and organizational transformation. I help leadership teams anticipate emerging risks, ask better strategic questions, and build organizations that are resilient, trusted, and prepared for uncertainty. I believe boards create the most value by serving as strategic thought partners who challenge assumptions, strengthen oversight, and help management make better long-term decisions.
